Is this a sieve plate tower?

A plate tower; the calculated diameter is not large, but in reality the actual diameter is twice that of the calculated value. Why is it designed this way? It seems to be an ordinary sieve plate tower, with many baffle plates added to the plates in order to increase the vapor-liquid contact time and improve the mass transfer efficiency of the tower plates
It is a wastewater stripping tower; the arrow in the second diagram is my guess as to the flow direction of the liquid phase. I’m not sure if it’s correct? Have you seen this type of tray before?
It should be that the ratio of liquid to gas is high, with insufficient liquid phase.
