Discussion on the switch state of the minimum backflow line for orifice plate pumps

1. For pumps in the orifice plate format, is the cut-off valve open or closed during normal operation of the unit for the minimum reflux line? I searched the forums; some people think it’s enabled, meaning there is always traffic, while others think it’s disabled, meaning there is no traffic under normal conditions and it is only activated manually in abnormal situations. 2. If it is open under normal conditions, then when selecting the pump’s rated flow rate, should the flow rate required by the process be added to the pump’s minimum return flow rate? We welcome experts' guidance and discussions above.
This minimum return orifice plate has a very low flow rate; it is used to protect the pump, and it must remain open at all times
I also think it should be kept on constantly; by the time the operators notice something abnormal, the safety valve would have already activated~~~~
