Seeking help regarding the cooling water issue for the pump and the condenser behind it

The water for pump cooling and the water in the condenser are connected in parallel; the pump’s cooling pipes are of single-section design, while those of the condenser are of double-section design. During testing, it was found that the pump did not cool properly and its temperature rose. By reducing the valve opening for the return water to the condenser, the pump’s temperature returned to normal levels. Why is that? Is it a drift? Is there still a shortage of water supply? How to solve it
It feels like there isn’t enough water supply and the water pressure is low.
