By focusing on planning and attracting projects, the coal, electricity, and chemicals base is becoming increasingly robust. With a solid foundation and extended value chains, industrial clusters are beginning to take shape. Over the past two years, the four coal-based cities in Heilongjiang Province have accelerated the development of their industrial parks in line with the provincial and municipal plans to build coal, electricity, and chemical industry bases. They have focused on expanding existing projects and introducing new ones, as well as extending the coal chemical industry chain; initial results have already been seen in the development of these coal chemical parks, each with its own distinct characteristics. At present, industrial clusters such as coal-to-coke, coke-to-gas, coal-to-fertilizer, and coal-to-aromatics and olefins have initially taken shape. Hei Gang City is making great efforts to develop a circular coal economy and modern coal chemical industries, and is fully committed to advancing the construction of demonstration parks for making the most of coal from start to finish. 7.1 kilometers of roads in the park have been upgraded and renovated; the feasibility study and site selection for the wastewater treatment plant have been completed, and the route as well as the feasibility study for the railway spur line have been determined. The industrial development plan for the Hegang Coal Chemical Industry Park and the zoning plan for the same park have been formulated. Currently, there are 4 coal chemical enterprises operating in the park, with a production capacity of 520,000 tons of urea, 2 million tons of coke, and 120,000 tons of LNG. In 2017, 580,000 tons of urea, 990,000 tons of coke, and 60,000 tons of LNG were produced, generating an output value of 2.5 billion yuan, a year-on-year increase of 45%. Recently, efforts have been focused on advancing the 1.6 million-ton coal coking project in Wanchang, with plans to initiate the 1 million-ton coking project in Longjia. Develop a sophisticated coal chemical industry chain, with a focus on advancing Ruize Company’s 300,000-ton coal-to-ethylene glycol project. Utilize ethylene glycol and coke to produce by-products, and plan to build a fine coal chemical project. Priority will be given to advancing projects such as the 500,000-ton BB fertilizer project and the 600,000-ton carbon-based compound fertilizer project of Beijing Sanju Environmental Protection Company. Leveraging CNOOC Huahé and Zhengnan Coal Chemical Industry, projects for the production of ethylene glycol, BB fertilizer, and others are carried out through fission.
The Qitaihe Coal Chemical Circular Economy Industrial Park is a provincial key industrial park. The park houses 20 enterprises, with over 10,000 employees, and it paid approximately 360 million yuan in taxes in 2017. Using this as a platform, Qitaihe focuses on developing four key industrial chains that utilize tar, gas, benzene, and coke as raw materials, aiming to produce a range of coal chemical products as well as fine chemical products. Special emphasis is placed on the development of coal chemical projects such as road construction asphalt, carbon fiber, refined naphthalene, acetic acid, and dimethyl ether, in order to enhance the industry’s core competitiveness through the expansion of these industrial chains. The coal chemical industrial park currently houses Baotailong New Materials Co., Ltd., as well as 20 other coal chemical enterprises affiliated with it, including Baotailong Methanol, Longpeng Coal Development Co., Ltd., and its subsidiaries such as Sanjulongpeng New Energy, Longtai Trade & Economy Co., Ltd., Qianfeng Energy, and Meihua Coking. The enterprises in the park have completed 25 projects, 3 projects are under construction, and 1 project is in the planning stage. Efforts will be focused on accelerating the construction of three projects that are currently under development: Baotailong’s 300,000-ton stable light hydrocarbon project, Longpeng’s coking plant upgrade to produce clean chemicals, and Hongtaixing’s coking plant upgrade to produce chemical products, with the goal of completing and putting them into operation this year.
In 2014, Jixi City established a coal chemical industry park, which consists of two parts: the Jidong Coal Chemical Industry Park (Area A) and the Lishu Industrial Valley (Area B). Since last year, Jixi City has accelerated the process of completing the necessary approval procedures for coking and magnesium alloy projects; it took only half a year to finish all these procedures. The preliminary preparations for starting up the coking project are now essentially complete, with trial operations set to begin in early May. Tianhe Coking Company plans to invest 600 million yuan in building three coal chemical deep-processing co-production projects with an annual production capacity of 56,500 tons of liquefied natural gas, 27,000 tons of liquid ammonia, and 380 million cubic meters of coking water gas. Advance the commencement of the Coalbed Methane Technology Industrial Park project by introducing advanced processes from Tsinghua University, with the main focus on producing products such as carbon nanotubes, artificial graphene, and high-temperature graphitized materials. The total investment for the project is estimated at 500 million yuan, and once it reaches full capacity, it will be able to generate an annual output value of 600 million yuan. Advance the construction of the spice resin project, with a capacity of 1,500 tons of spices and 1,500 tons of special resins; the total investment is expected to be 150 million yuan.
