On May 25, the results of the bidding for the professional contracting work of foundation pre-treatment construction (Bid Section 2) for the main plant area of the second phase of Fujian Gulei Refining and Chemical Integration Project (excluding the testing area) were announced; the winning bidder is Jiangsu Huanleng Environmental Technology Co., Ltd. The second phase of the Fujian Gulei refining and chemical integration project is the largest industrial project invested in by Fujian Province to date. The project was jointly developed by Sinopec, Fujian Refining & Chemical, and Saudi Aramco, with a total investment of 71.1 billion yuan. On November 17, 2025, the joint venture company \"Fujian China-Arabia Refining & Chemical Company\" held its inauguration ceremony in Gulei, Zhangzhou, marking a new phase in the progress of the project. The project is located in the Gulei Petrochemical Complex in Zhangzhou, where more than 30 petrochemical units will be built, including ones with a capacity of 16 million tons per year for oil refining, 1.5 million tons per year for ethylene production, and 2 million tons per year for aromatic compounds. Additionally, facilities such as utility systems, off-site pipelines, dock berths, and storage areas will be constructed as well. Upon completion, the project will significantly enhance Fujian Province’s petrochemical industry chain, helping to develop a complete industrial ecosystem encompassing oil refining, olefins, and aromatics. It holds great strategic importance for ensuring energy security and improving the resilience of the industry chain. At present, the overall project design review has been successfully completed, and all tasks are progressing steadily. Project progress in Q1: On January 15, work commenced on Zone 4 of the soft ground pre-treatment project at the main plant site. On January 17, the construction of Zone 6 for the soft ground pre-treatment project at the main plant site commenced. On January 21, the construction of Zone 5 for the soft ground pre-treatment project at the main plant site commenced. On January 22, the construction of Zone 3 for the soft ground pre-treatment project in the main plant area commenced. On January 26, the construction of Zone 2 of the soft ground pre-treatment project at the main plant site commenced. From February 3 to 6, the overall design review for the second phase of Fujian Gulei Refining and Chemical Integration Project was held in Beijing. On February 6, a meeting was held in Beijing to discuss the use of deep-water shorelines for the oil and chemical products terminal as well as the general-purpose terminal in the second phase of Fujian Gulei Refining and Chemical Integration Project. On March 11, Meng Yong from the Engineering Department led a team to the site of the second phase of the Gulei Refining and Chemical Integration Project at Fujian China-Arabia Refining and Chemical Company for an inspection.
