Installation of insulating pads in the power room

I have a question: Insulating pads are generally placed in front of the high-voltage and low-voltage cabinets in the power room. Regarding the insulating pads, I have two questions: 1. Do they need to be installed on the back of the cabinet as well? ； 2. Which specifications or standards contain requirements or regulations regarding the installation of insulating mats?
The 2009 version of the **Power Safety Work Procedures for Power Grid Companies (Substation Section)** stipulates that certain tasks must be carried out on insulating mats； The insulating pads used shall comply with the provisions of \"DL/T 853-2004 Insulating Pads for Live Working\"; meanwhile, if electric insulating rubber sheets are used, they shall meet the requirements of \"HG 2949-1999 Electric Insulating Rubber Sheets\".
It's needed both at the front and at the back. Low-pressure ones don’t need to be tested; just check if there’s any damage! For high-voltage applications, power supply tests are required, as well as tests using insulating rods, insulating shoes, and insulating gloves. Ask your factory where these insulating rods are tested
The back side does not need one; the front side requires an insulating pad. The inspection period is 5 years. Different voltages require different thicknesses, and generally an insulating pad with a thickness of 5 mm is used
