I’m not sure what kind of valve a safety hold valve is that you’re talking about! Let me tell you something I know! The pneumatic actuator of a pneumatic valve is equipped with a hold-down valve. This retention valve is similar to a one-way valve! When the pressure of the external air source is normal, the pressure holding valve remains conductive! When the external pressure drops suddenly, or when the air supply is cut off entirely, the pressure maintaining valve closes! This thus seals the gas inside the actuator, keeping the valve in its current position.
If that’s the case, then how does the cylinder function during exhaust?
