Filling coefficient of oil tanks

May I ask whether the filling factor for oil tanks is used to calculate the effective volume of the tank (effective volume = calculated volume or engineering volume * filling factor)? Is it still used to calculate the volume of oil tanks (oil tank volume = nominal volume/filling factor)? ?
The filling factor of a tank is used to calculate its effective volume (effective volume = calculated volume or geometric volume * filling factor)
I think we can be more direct: if a tank with a capacity of 30 m3 is designed with a filling factor of 0.9, then in reality a tank of 30 m3 volume can only hold 27 m3 of liquid. Is that how it should be understood?
I find it a bit confusing too; some methods use the filling factor to calculate the effective volume, while others seem to use the filling factor to determine the total volume: L
