Safety Management System for the Disposal of Production Equipment and Facilities 1. Purpose: To improve the management of production facilities, make full use of the residual value of such equipment, create more wealth for the company and society, and ensure that the disposal of the company’s obsolete facilities does not cause any harm to society or the environment; this system is hereby established. 2 Scope of use: Demolition and disposal of all the company’s production facilities. 3 Responsibilities 3.1 The Production Department is the department responsible for dismantling and scrapping production facilities. 3.2 Each department is responsible for the actual implementation of dismantling and scrapping production facilities. 4 Control Procedures 4.1 It is strictly prohibited to remove or dispose of production facilities without authorization. Production facilities can be removed or disposed of only if they meet one or more of the following conditions: 4.1.1 High energy consumption, and are equipment that should be phased out in accordance with **relevant regulations ； 4.1.2 Due to technological progress, advanced equipment is used to replace existing equipment ； 4.1.3 Special equipment and pressure pipelines that fail regular inspections ； 4.1.4 Equipment and pipelines whose production requirements cannot be met due to improvements in production processes ； 4.1.5 Equipment and pipelines with severe corrosion, posing safety hazards ； 4.1.6 Equipment and pipelines that cannot meet production capacity due to the expansion of production scale. 4.2 Procedures for the Dismantling and Disposal of Production Facilities 4.2.1 The department responsible for the production facilities shall prepare a plan for their dismantling and disposal based on the relevant criteria, submit this plan to the Production Department for consolidation, and then forward it to the assistant to the deputy manager in charge of safety production. After the assistant obtains approval from the company’s general manager, the general manager submits the plan to the chief engineer of the group company for final approval. 4.2.2 The department responsible for the production facilities shall prepare a plan for the demolition and disposal of those facilities, which shall include risk analysis and risk control measures. 4.2.3 The demolition of production facilities must be carried out safely. Before demolition, necessary measures such as isolation, displacement, neutralization, and power disconnection should be taken, and the work should be conducted in accordance with the demolition plan for the production facilities. When engaging a contractor to carry out the demolition, a contract for the demolition of the production facilities should be signed, and the management of the contractor must comply with the company’s requirements. 4.2.4 Decommissioned production facilities shall have all safety hazards eliminated, with no potential risks remaining. Production facilities must undergo necessary treatments such as cleaning and replacement, and can only be scrapped after passing inspection. 4.2.5 The demolition and disposal of production facilities must be properly documented, and relevant materials must be archived.
