Questions regarding the pressure testing of butterfly valves

Dear experts and professionals: I have a question. For a 150LB double-seal butterfly valve, it can withstand a pressure of 20 kilograms in both directions during water pressure testing. It can also handle pressure from the front side during air pressure testing, but it cannot even withstand 12 kilograms when tested from the back side. I’m not sure what the problem is Who can help me answer this! Thank you!
If it is a three-eccentric butterfly valve, it has a primary pressure-bearing direction
