Regarding steam temperature reducers or temperature and pressure reducers

Hello, everyone! Does anyone know who is usually responsible for purchasing the superheating/reheat steam temperature reducers in power plants, as well as the temperature reducers (or temperature and pressure reducers) used in chemical process pipelines? Is it the main equipment manufacturer, or does the project owner handle the procurement themselves? I would appreciate any guidance you can provide. Thank you!

Does a project contract refer to the contract between the owner and the main contractor? So, is it determined based on the owner’s design plan as to which contract the temperature reducer/temperature and pressure reducer falls under?
The owner can do it themselves; the temperature and pressure reducers are very simple to use

Procurement is handled by the owner, while the design is entrusted to a design institute.
