I. Unloading safety inspection: 1. The unloader directs the vehicle to stop at the designated location for sampling, turns off the engine, and checks each of the vehicle’s safety devices one by one. 2. Check whether the lead seals are qualified; the lead seals on the bottom and top of the tank must match the numbers listed on the sheet. After the vehicle comes to a complete stop, the driver should submit the unloading form promptly. 5. The unloading personnel should arrive at the site to provide supervision as soon as possible. Notify scheduling or quality inspection for sampling. 6. On-site personnel are prohibited from using or carrying mobile phones, and welding operations are forbidden within the safe distance of the site. 7. The unloading worker verifies the vehicle using the loading/unloading notice and records detailed information. II. Sampling and Analysis 1. Sampling should be carried out after the vehicle has been stationary for 10 minutes. 2. Two people must be present at the site during sampling. 3. First, take a sample from the bottom discharge port to check for free water. (1) Depending on the situation, 20 Kg can be discharged from the bottom discharge port of the tank, after which a sample can be taken using a cylinder to examine the quality of the oil and check for free water. (2) If there is surface water, notify the workshop supervisor or the company promptly for handling. 4. Take samples of the unnamed water from the bottom and on the vehicle. (1) If taking the upper, middle, and lower parts, a mixed sample is formed with each occupying 1/3. (2) If a full-length sample is to be taken, lower the sampling pot slowly from top to bottom, ensuring that the entire portion from top to bottom is collected. The collected oil samples must be numbered and recorded, to be retrieved by the quality control department in a timely manner for sampling. 5. After collecting the samples, label them and record clearly the sample number, person who collected it, etc. 6. During unloading, take samples and retain them, label them, and have the unloader bring them back to the warehouse and place them in the designated area promptly. If there is free water or other issues in the sample, stop unloading and inform the workshop supervisor or the company to handle it. 7. Contact quality control in a timely manner regarding the sample parameters; these parameters should be recorded and checked against the procurement specifications promptly. 8、. Once the quality inspection results are available, it is necessary to verify the oil sample specifications provided by the sales company to the workshop. If the sample parameters do not meet the standards, notify the workshop supervisor or the sales company to handle it. Unloading is possible if it is within the range. 9. If the samples are qualified, unload them promptly. III. Flexible hose connection 1. Direct the vehicle to stop at the oil unloading port; it should be parked in the correct position to avoid interfering with the passage of other vehicles. 2. Once the vehicle is parked in the correct position, turn off the engine, engage the handbrake, and disconnect the power supply. 3. Connect the ground wire properly. 4. Before connecting to the unloading hose, carefully check whether it is in good condition and free of leaks; connection may be carried out only after confirming this. 5. The valves of the pipes at the point of connection must be in a closed state. When connecting the hoses, move slowly to prevent static electricity from being generated due to friction. Do not bend the hoses too much; handle them gently. Be careful during the connection process to avoid damaging the flexible hoses or connectors. 6. The hose connections must be secure and tight to prevent leaks during unloading. 7. Open the unloading bottom valve to prepare for unloading. IV. Unloading Procedure 1. Open the ball valve at the base of the tank truck and the pump inlet valve to fill the unloading pipe with liquid. 2. Turn the pump manually and open the vent valve to drain; the drained oil must not be discarded carelessly. 3. Check whether the power supply is powered on. 4. Make timely contact with the personnel in the tank area and ensure proper measurement of the oil received there. Once the liquid level in the tanks reaches a safe height, loading oil into the tanks forcefully is prohibited. 5. Follow the pump’s operating procedures to properly start the unloading pump and reach the normal operating pressure; then slowly open the outlet valve while maintaining this normal pressure. 6. Check whether the pump pressure is normal ； Is the sound normal? ； The normal pressure should be maintained between 0.3 and 0.4 MPa. 7. The unloading speed should not be too fast; during unloading, the oil unloader must remain at the site to ensure safe unloading and prevent the pump from running dry, which could damage the seals. 8. During the unloading process, the driver and escort must not leave their posts, nor is it allowed to smoke, drink, sleep, or engage in conversation inside the cab. Vehicle unloading of oil must be supervised on-site. 9. The unloader takes random samples of the fuel in the vehicle at any time during the unloading process. 10. It is strictly prohibited to clean the unloading tanks, and the remaining materials must not be released casually; they should be stored at the location designated by the oil unloading staff. 11. When the oil level in the tank reaches 3/4, the unloading operator must, depending on the unloading conditions, ensure that the pump pressure remains at least 0.4 MPa. Make sure to empty all the fuel from the vehicle. 12. When stopping the pump, the outlet valve should be closed promptly to stop the pump in a timely manner and prevent damage to the seal due to overheating; meanwhile, the operator should close the unloading valve right away and carefully remove the unloading pipe. Put it back in its original place and arrange it neatly. 13. If it cannot be emptied completely, it can be poured into a spare bucket and then drawn out using self-priming suction for the next vehicle. 14. After unloading is complete, sign the delivery note. And keep detailed records. 15. Remove the ground wire and put it back in its original place. 16. After the unloading is complete, one must leave the unloading platform immediately to go for weighing. 17. To ensure consistency between the oil receipt data in the tank farm and the amount of oil unloaded, adjust the unloading time appropriately. Vehicles are prohibited from entering to unload fuel after 6 o’clock. IV. Weighing of the empty vehicle 1. Once unloading is complete, immediately weigh the empty vehicle. 2. The oil unloading staff should promptly contact the weighbridge for vehicles being unloaded, conduct timely statistics, and record the net weight in tons of the oil. 3. Keep proper records and compile relevant statistics.
