Generally, an environmental impact assessment is carried out first; when conducting a safety assessment, requesting information from the company involves the environmental impact assessment report
For new projects, a feasibility study report and an environmental assessment are carried out first, followed by a safety assessment. The feasibility study report serves as the basis for the safety assessment. Only after the environmental impact assessment report is prepared can the **department’s approval for the environmental impact assessment be obtained; this approval serves as an attachment to the safety assessment.

Sometimes, **macro-control is implemented by suspending environmental impact assessments; as a result, subsequent safety assessments cannot be carried out. We had an expansion project approved by the Development and Reform Commission, but when we started construction, it was deemed to involve overcapacity, so they ordered that the environmental impact assessment be suspended. Meanwhile, the Work Safety Supervision Bureau required a safety assessment report. We then contacted an agency to conduct the safety assessment, but the agency (which is part of the Academy of Safety Sciences) said that without an environmental impact assessment they could not proceed and thus put the task on hold

A feasibility study should be conducted first; safety pre-assessments, occupational health pre-assessments, and environmental impact assessment reports can be prepared simultaneously. However, it is difficult for the relevant authorities to approve an environmental impact assessment report, so work on that report should be carried out first
