The CaesarII buried pipeline model cannot be used

Dear experts, how do I use the buried pipeline model in CaesarII? Why didn’t the interface appear after I selected the underground pipe model, as described in the help file? Or is there no reaction? I need some advice. Thank you all.
First, create the pipeline model, then open the buried pipeline model. The buried model is merely a constraint for laying pipelines and cannot operate independently.
