In pressure pipelines, some instrument pressure tapping pipes do not require a support platform when welded to the pipeline, while others do; are there any regulatory requirements for this?

This issue stems mainly from the design drawings: reinforcement of the pedestals is provided in some areas while it is absent in others. It may be related to factors such as the diameter of the pressure introduction pipes and the pressure of the medium. I would like to know which specific standards govern this.
