Seeking help with heat exchanger design

It’s impossible to fit that many tubes within this height, and the height and diameter cannot be changed. I’m begging experts for help – please!

This isn’t a problem; it’s an unreasonable request in the first place. “The heat exchange area is 12.7 m2, the diameter is 600, and the total height is 2220”. What is the basis for this? Who calculated it? Especially the figure of “heat exchange area of 12.7 m2” is highly likely to be arbitrary.
I’ve never worked with floating coil types before, but after looking at its diagram, it’s not of the shell-and-tube type. Does what LZ said about “not being able to fit that many tubes” refer to the shell-and-tube design?
I don’t understand what the original poster means – does “diameter 600, total height 2220” refer to the dimensions of the housing?
Is the poster referring to an immersion-type coil heat exchanger?
Was this provided by the design drawings, or suggested by the client? It’s really tough to work under leadership from people who aren’t experts in the field
