That expert knows whether it is reasonable to install manual valves and blind flanges on the pipelines leading to the torch separator tank; if so, what precautions need to be taken. Are there any relevant provisions in that standard as well?
There’s no particular principle behind this; under normal conditions, a flare tower does not contain much liquid. If there is a problem, it’s not a big issue to shut it off for a short period of time. To address this, options include installing inlet and outlet valves as well as a bypass line, or simply adding an inlet valve for the liquid phase at the lowest point of the flare line.
