What is the typical salary for a workshop supervisor?

Head of the extraction department in a pharmaceutical factory; there are over 60 people under his supervision. The company is ranked among the bottom tier of China’s top 500 private enterprises. It’s located in a third-tier city in mainland China, and the annual salary is around 90,000 to 100,000 yuan. Isn’t this amount too low?
Even ordinary operators exceed this figure; it’s way too low.
