Not really; there are such institutions
Our facility: Pressure gauges on pressure vessels are inspected; other types of pressure gauges are not inspected. Flammable gas detectors are inspected sometimes but not always. Thermometers and thermocouples are not inspected. Balances and platform scales are inspected to some extent. Flow meters are not inspected, and experimental measuring instruments are not inspected either.
This is not necessarily the case; some devices are subject to external mandatory inspections, some to internal inspections, and some require no inspection at all. Below are our company’s regulations: The monitoring and measurement equipment in our factory is classified into four categories: A, B, C, and D. Category A: These are working measuring instruments that fall within the scope of mandatory inspection; examples include those used in trade settlement, safety protection, medical and health care, and environmental monitoring, all of which are subject to mandatory inspection. Category B: Secondary measurement standards used as a basis for traceability of measurement values, as well as measuring instruments used for product quality inspection, control of production processes, and management of key energy resources ; Class C: Measurement equipment with stable performance, whose values do not change easily; it has no direct impact on product quality and does not provide important parameters for the manufacturing process. Category D: Monitors that are purchased along with the production equipment and form part of it; they have no direct impact on product quality, serving only to display or give indications, and are monitoring devices with no specific quantitative requirements. Regulations on the Classification and Management of Monitoring and Measuring Equipment: Working measuring instruments classified as Category A and B, which fall within the scope of mandatory verification, are subject to regular inspection by external parties at specified intervals in accordance with the regulations. After the testing results are deemed satisfactory by the measuring instrument management department, a compliance label is attached and the instrument is handed over for use on site; the relevant testing records are then archived by the measuring instrument management department. Class C instruments are subject to comparison testing by the instrumentation management department in accordance with relevant standards; once the comparison is successful, a compliance label is attached and the instrument is handed over for use by the field departments. Are none of the measuring instruments in the laboratory calibrated?
Items subject to mandatory inspection must be inspected on schedule; for those that are not mandatory, it depends on the specific circumstances. Those related to product quality and safety definitely need to be inspected, while others do not require inspection
There’s no way around mandatory inspection; it must be carried out. Additionally, it’s not complicated to create a bid for one’s own company, and those items that are not subject to mandatory inspection can be handled by the company itself.

Our company only inspects the pressure gauges on pressure vessels. The electronic balances in the laboratory, as well as the load cells used in the workshops, are inspected partially every year as part of the 9001 certification process; the rest are inspected internally by our own team
