Let me share my opinion: The reason why hot work is generally considered a high-risk activity is that, from the perspective of the three elements required for combustion—flammable materials, oxidizing agents, and ignition sources—it introduces an additional key element, namely the ignition source, during the execution of such tasks. In the production environments of hazardous chemicals enterprises, there are often flammable and explosive gases, liquids, dusts, and other such substances. And typical no-fire zones are also designated as areas where such situations may occur. In such environments, it is difficult to control \"oxidizing agents,\" and \"combustible materials\" may appear at any time. If hot work is carried out in such conditions, with direct or indirect exposure to flames, sparks, or high-temperature surfaces, all three elements necessary for combustion are present, which will inevitably lead to combustion or even an explosion. In a working environment, \"oxygen\" which acts as an oxidizing agent, as well as \"ignition sources\" such as open flames or high temperatures, are inevitable. Therefore, control measures must be implemented from various aspects including management, hardware, and software in order to manage \"flammable materials\" and prevent them from appearing unexpectedly in the workplace. The risk of control measures for “combustible materials” failing is the greatest risk associated with hot work.
