Why are reinforcing plates avoided in support pipe racks?

As described in HG21629 \"Standard Drawings for Pipe Supports\": when connecting the support legs to the pipes they support, it is advisable to avoid using reinforcement plates as much as possible; the use of reinforcement plates at elbows is completely prohibited. Logically, the use of reinforcement plates should result in a larger stress-bearing area and better performance; I seek an expert’s explanation.
I’ve never used this standard; it’s the first time I’ve heard of it. For the projects I work on, reinforcement plates are definitely added to the elbows.

Elbows use supports of a size one or two sizes smaller than the elbow’s pipe diameter
Could the moderator provide the standard regulatory provisions, or the provisions set out in corporate design standards for support? Thank you. Has the old standard discussed been revised? Is it still effective? After all, one doesn’t act on intuition.
