It’s asbestos, right? Asbestos can be used as an insulating material.
The pipeline is made of asbestos, and the valves are made of a fire-resistant and insulating material; this prevents the valves from being damaged and becoming unable to be opened or closed in case of a fire. However, I don’t know their technical name.
The insulated valves produced by our company typically have a jacket added around the valve body, through which hot steam is passed to provide insulation; if no hot steam is available, then cotton cloth is used to cover the outside of the valve. In your case, it seems that an asbestos-based insulating layer is being used.
It’s not visible; there’s a protective layer on the outside, but it probably isn’t asbestos – its use was banned a long time ago
