Engineering pipeline calculation!

Seeking the calculation standards for engineering diameter calculations, for gases and liquids respectively. Thank you so much!
Once the flow rates for the gas and liquid phases are known, everything can be calculated. Customers will provide both flow rate and pressure
The problem is that I don’t know how to determine the exact value of the flow rate. According to the manual, only range values are provided; it’s unclear what basis is used to determine those values. I would appreciate some guidance
