Basic rules for horizontal piping arrangement

I’m not quite sure about the two items arranged horizontally; could someone please explain it to me? One is a pipe at room temperature placed against the wall, with the hot pipe on the outside. What are the benefits of heat pipes externally? On another day, those with fewer brackets were placed against the wall, while those with more brackets were placed on the outside. I don’t quite understand why there are so many brackets on the outside
These are just my personal opinions for reference only! In normal-temperature pipelines, metal thermal expansion is generally not taken into account; those installed near walls can be stretched out to a considerable length. I didn’t quite understand the description regarding heat pipes outside, but the basic principle is still metal thermal expansion; straight pipes need to be compensated for this. Also, when the heat pipe changes direction, it is necessary to consider the displacement of the supports near the turning point
