The manufacturer holds a production license of level B(2) for pressure pipelines; is it qualified to produce pressure pipelines with a DN250 size and a wall thickness of 40 in accordance with the American standard A312? I have also reviewed some relevant materials. In the Announcement No. 136 of 2009, which issued the First Amendment to the \"Rules for Licensing the Manufacturing of Pressure Pipeline Components\" (TSG D2001-2006), the classification B(2) was changed from the previous version B(2): various types of pipe billets to B(2): all seamless steel pipes manufactured in accordance with the GB/T14976 and GB 8163 standards ； GB/T14976 also refers to the American standard A312; does this manufacturer have the qualifications to produce such products? And B(2): all seamless steel pipes manufactured in accordance with the GB/T14976 and GB 8163 standards. Does that mean that seamless pipes of any diameter and wall thickness can be produced? I would like to consult a teacher who is familiar with the relevant standards
