I would like to ask the marine industry professionals: What is the purpose of the flanged blind plate installed at the bottom of the steam pipeline drain in the image below? (123 in the image)

Rust or scale can also precipitate, and it can be cleaned regularly. The water accumulation has no effect, as the hydrophobic line is located in the upper section.
Personal understanding: The impurities carried by the steam fall to the lower part, preventing the hydroscaper from getting clogged and thus reducing the need for repairs; when operations are halted, the blind plate is removed to remove these impurities
Wouldn’t it be better to add a filter?

Any design that doesn’t ensure cleanability online is nothing but nonsense. Even without this cover, the design is still complete: close the manual valves at both the front and back of the trap, remove the trap, open the valves at the front and back to drain out any impurities from the pipeline, clean the trap to ensure it is unobstructed, and then reinstall the trap. For systems that use a condensate piping network, it is advisable to install an additional pressure-relief valve downstream of the upstream valve.
