The rotor is small, lightweight, and prone to getting stuck. It tends to get stuck at both ends, with burrs on those ends. Try a different brand, or one with a thinner shaft.
It seems like there’s a leak! Take it apart to check for burrs, or whether the straightness of the float’s central shaft is insufficient.
There is rust inside the pipe; if the pressure isn’t high, add a bypass line. When problems arise, disconnect the flow meter for cleaning. Knocking out the rust only provides a temporary solution and doesn’t address the root cause
