In the golden autumn of September, the site where land preparation is taking place for the 1 million tons per year ethylene refining and processing integrated project of Sinopec’s Yueyang facility (Hunan Petrochemical), which ranks first among Hunan Province’s \"Top 10 Industrial Projects\" for 2024, is bustling with activity. Meanwhile, the renovation project for Hunan Petrochemical’s refining facilities is also progressing in an orderly manner. All parties involved in the project focus on their goals and, in accordance with the set timelines, accelerate the approval of the overall design as well as the progress of accompanying works such as site grading, road construction, and the relocation of pipelines, to ensure that the project is completed more quickly and efficiently. It is understood that Hunan Petrochemical has strengthened project management planning and system construction, released Version 1 of the \"Project Management Manual,\" and established a list of plans for the preliminary phase of project management. Out of 29 categories and 62 planned items, 23 categories and 30 items have been largely completed. Additionally, 64 Version 1 procedure documents and 40 Version 1 regulatory documents have been issued. The preparation for project construction is progressing in an orderly manner; tasks such as the planning of the overall construction layout, the development of plans for construction infrastructure, and the establishment of standardized construction sites have already been completed. The land leveling work in the Changling North New Area is approximately 75% complete; it is planned to be ready for delivery by the end of October. Currently, efforts are being made to clear the site and transport away the soil and rocks related to the refinery renovation project. The land leveling work in Hunan Petrochemical Area 2 has also begun, with the goal of making it ready for delivery by the end of this year ； The construction of the 3 supporting first-class highways related to the project has begun. The preparation for engineering procurement has included trial ramming, foundation pretreatment, and the design and procurement planning for the foundation structure. The catalog of the framework agreement has been preliminarily established; the classification of process unit equipment into categories A and B has been completed, and a list of equipment with extremely long lead times and large sizes has been compiled. The project department continuously carries out safety management planning and conducts safety inspections at the work site to check safety measures, ensuring safety throughout the operation process. Nature of construction: New construction. Investment amount: The investment for the Hunan Sinopec ethylene refining and chemical integration project is 35.68 billion yuan. Location of construction: Hunan Yueyang Green Chemical High-tech Industrial Development Zone. The industrial park was established in 2003. In 2012, the Hunan Provincial Government approved the creation of the Hunan Yueyang Green Chemical Industry Park, adopting a spatial layout of \"one park and three zones\" – the Baling Zone, the Yunxi Zone, and the Changling Zone – with Baling Petrochemical and Changling Refining as its key enterprises. This project is located in the Changling and Baling areas of the park. Part of Changling is located in the northeastern part of the Changling area of the park; it is referred to as the Xinchang New Area. Its land area is 201.05 hectares, all of which are newly acquired land. Part of Baling is located to the south of the refining department of Baling Petrochemical Company, covering a total area of approximately 46.4 hectares, of which 27.26 hectares are newly acquired land ； The expansion of the cogeneration plant is located within the thermal power section, covering an area of approximately 19.14 hectares, with no additional land acquisition required. In addition, the off-site works cover an area of 90.57 hectares, involving the acquisition of 25.4 hectares of new land and the use of 65.17 hectares of existing land. Construction contents: This project involves the construction of a 1 million tons per year ethylene plant, along with a total of 14 downstream facilities, including an ethylene plant, EVA plants, HDPE plants, LLDPE plants, aromatics to benzene conversion plants, butadiene extraction plants, MTBE/butene-1 plants, pyrolysis gasoline hydrogenation plants, aromatics extraction plants, styrene extraction plants, C5 separation plants, CHPPO plants, phenol/propane plants, and bisphenol A plants. Additionally, necessary storage and transportation systems, utility systems, auxiliary facilities, as well as off-site infrastructure will be constructed as well.
