Welding sequence issue for pressure vessel reinforcement rings

I would like some advice regarding the welding sequence for reinforcement rings. When welding the reinforcement rings around the nozzles of pressure vessels, after welding the nozzle to the vessel shell, should the inner ring of the reinforcement ring be welded first or the outer ring?
Start with the inner part and then the outer part; otherwise, if the outer ring is welded first, the welding shrinkage and restraint stresses resulting from welding the pipe connections and reinforcements will be high, leading to deformation and cracks.
It mainly depends on the groove shape formed by the cylinder and the reinforcing ring.
