Bid Conditions The purchase of internals for gasification, shift, and urea towers required by Jiangsu Jinkong Equipment Xinhengsheng Chemical Co., Ltd. has been approved by the authority responsible for project approval/authorization/registration. The funding for this project comes from Jiangsu Jinkong Equipment Xinhengsheng Chemical Co., Ltd., which is also the bidder. Project Overview and Scope of Bidding Scale: The annual production capacity of 400,000 tons of synthetic ammonia and 600,000 tons of urea through this relocation and upgrading project represents a key initiative for the transformation and relocation of Hengsheng Chemical’s old factory site from outside the city to an industrial park. The project is located in the Suhua area of Xinyi City’s chemical industry cluster. The first phase of the project includes facilities for producing 400,000 tons of synthetic ammonia, 600,000 tons of urea, 47,800 tons of sulfuric acid, as well as cogeneration units. Scope: This tender project is divided into 1 bid section, and this tender pertains to the following items: gasification, conversion, and urea tower internals. III. Qualification requirements for bidders: For gasification, conversion, and urea tower internals, bidders are required to meet the following conditions: 3.1 The bidder must be a legal entity or other organization registered within the People’s Republic of China, with the right to enter into contracts independently and the capacity to fulfill such contracts ； 3.2 Bidders must possess the qualifications and capabilities to manufacture, supply the goods specified in the tender, as well as to provide related services. For products that are subject to production licenses or other mandatory certifications, valid certificates must be available ； 3.3 The bidder must not be listed by the **Market Supervision and Administration Agency** as a company with serious violations and dishonesty behaviors on the “**Enterprise Credit Information Publicity System**” ； Bidders must not be listed as dishonest debtors by the Supreme People’s Court on the “Credit China” platform or on credit information sharing platforms at various levels ； 3.4 Different entities that have the same person in charge or are in a holding or management relationship shall not bid for the same bid segment, nor shall they bid for the same tender project that has not been divided into separate bid segments ； 3.5 This project does not accept bids from agents ； Joint bids are not accepted for this project.
