Scope of procurement: The prefabrication and installation of process pipelines within the design scope of the heating external pipes for the processes from coking by-products to the flare stack in the Donghai tank farm area, as well as other tasks temporarily assigned by the tenderer. 2.2 Planned duration: 46 calendar days. 2.3 Construction location: Bayin Aobao Industrial Park, Alxa High-Tech Industrial Development Zone. 2.4 Requirements for construction quality and safety: Quality standard: Qualified. The materials, equipment, and construction methods used in this project must meet the requirements of **, industry standards, and technical specifications. 2.5 Other: None 3. Qualification requirements for bidders 3.1 Qualification requirements for bidders Potential bidders must be qualified subcontractors of Shisanhua Construction Company ； It must be registered within the People’s Republic of China, possess independent legal person status, and have a valid business license. It is required to have the construction labor qualification issued by the administrative authorities. A limited safety production license is required. Have the status of a general taxpayer. Bidders need to have experience with similar projects corresponding to the bid item. The project leader must hold a **valid certification resulting from safety assessments; they must have served as the leader of at least one similar project, and contracts or other proof of prior performance are required. 3.2 Bidders shall not fall under any of the following circumstances: (1) Being the same person as the person in charge of another bidder for this project. (2) There is a direct controlling relationship with other bidders for this project. (3) Having a management relationship with other bidders for this project. (4) There have been the following serious adverse circumstances in business operations over the past three years: ① Being suspended, disqualified from bidding, or prohibited from participating in procurement activities by the industry regulatory authorities at or above the provincial level where this project is located, in accordance with the law. ②It is in a state where it has been ordered to suspend operations, have its license temporarily seized or revoked, its permits temporarily seized or revoked, or its qualification certificates revoked. ③Entering liquidation proceedings, being declared bankrupt, or encountering other circumstances that result in an inability to fulfill obligations. ④According to the company’s management requirements, those who are prohibited from participating in procurement activities and whose restrictions are still in effect. 3.3 Whether the project accepts consortia: Yes/No. The parties involved in a consortium shall, in accordance with their division of responsibilities as stipulated in the agreement, meet the corresponding conditions and requirements set out in paragraph 3.1 of this article ； None of the parties to the consortium shall be in the circumstances specified in paragraph 3.2 of this article ； The parties involved in the consortium shall not submit response documents on their own behalf, nor shall they participate in the procurement process for this project as part of another consortium.
