Do DCS and SIS UPS systems require separate configuration?

Our factory uses a single UPS for both the DCS and SIS systems, with a normal load of 20%. When experts came to the factory for an inspection, they stated that the UPS systems for DCS and SIS should be separate, and that an additional UPS system was needed. In my opinion, a UPS is meant to allow automatic switching to a backup supply in case of a failure; there’s no real need to have separate UPS systems. Is it reasonable for the experts to demand this?
