Insulation issues between the system cabinet and the base

I have a question for everyone: when installing the control system cabinets and consoles to the bases, is insulating material added between them? What material is used for insulation? Is this material purchased by the contractor, or does it come from the control system manufacturer? What consequences will arise if this insulating layer is not added?

Rubber, provided by the manufacturer; there is a term for this: suspended installation

Its main function is not insulation, but reducing vibration.
If the cabinet room is about to collapse, then vibration reduction is necessary. I’ve installed thousands of cabinets from various manufacturers, and I’ve never heard of such a requirement regarding lifting straps.
