What are the reasons for frequent fluctuations in radar level gauges?

There is a Rosemount 5301 radar level gauge on the storage tank; it experiences a 10% fluctuation every minute or so, and there is no mixing inside the tank.
Take out the level gauge, place it on the ground, and observe it for 10 minutes
Is the waveguide corroded? My previous workplace faced the same issue, and it was resolved after replacing the waveguide.
I encountered this issue at my previous workplace; when I consulted the manufacturer, it was found that upon arrival, the guided wave level gauge came with the guide tube separated from its upper part, and there was a protective tube on that upper part. It stopped working because that protective tube wasn’t removed during installation, and removing it resolved the problem.
It’s just an ordinary water storage tank used to hold wastewater; it has a strong odor. It can’t be removed, so we’ll have to wait until there’s a major maintenance session. I adjusted the damping time; it improved for a day or two before returning to its previous state. Then I increased the threshold voltage, and things have been normal these past two days!
