On the afternoon of April 9, 2019, the first meeting of the project team for this initiative was held in the conference room on the third floor of the welcome building at Liu Hua Company. Attendees included Liu Yongchong, the financial director of Jing Coal Group; Wang Jiang, the head of the Power and Chemicals Department of Jing Coal Group; Liu Feng, the Party secretary and chairman of Liu Hua Company; Zhou Cheng, the deputy Party secretary and general manager of Liu Hua Company; as well as members of the project team. The meeting was chaired by Liu Yongchong, the financial director of Jing Coal Group. Liu Yongchong first read out the document titled \"Notice on Establishing the Project Team for the Clean and Efficient Coal-to-Gas Comprehensive Utilization Project of Jingmei Group\" (Jingmei Electric Chemical [2019] No. 74). After thorough research, evaluation, and discussion by Jingmei Group, this project was approved at the first interim meeting of the group’s third board of directors in 2019; approval was given to carry out the preliminary work, and the matter was submitted to Gansu Energy and Chemical Industry Investment Group Co., Ltd. in accordance with the relevant procedures, as well as filed with the State-owned Assets Supervision and Administration Commission. This marked the entry of the project’s preliminary work into a phase of substantive progress. The project is in line with Jingmei Group’s strategic plan to strengthen its coal business, refine its chemical industry operations, extend the coal industry chain, increase the added value of coal products, and achieve sustainable development through a circular industry model that integrates coal, electricity, and chemicals. It also represents the necessary path for Liuhua Company’s transformation and development. In order to accelerate all the preliminary work for the project and enable it to meet the construction requirements as soon as possible, Jingmei Group established a dedicated project team based on the project’s preliminary work leadership group. Liu Yongchong, the finance director of Jingmei Group, served as the team leader, while Wang Jiang, the head of the Power and Chemicals Department, Liu Feng, the Party secretary and chairman of Liuhua Company, Zhou Cheng, the deputy Party secretary and general manager of Liuhua Company, and Zhang Yinglong, the chief engineer of Liuhua Company, served as deputy leaders. The Notice clarifies the responsibilities of the project team as well as the requirements for its work, stating that it is the project team that is responsible for advancing and implementing all the preliminary tasks related to the project. At the same time, Liu Yongchong detailed the responsibilities of each team member and made thorough arrangements for the team’s future work as well as the tasks to be carried out in the near term. At the meeting, Liu Yongchong emphasized that, first, it is necessary to unify thoughts and pool efforts to advance all the preliminary work for the project efficiently, with the goal of starting construction this year. We must adhere to high standards and high quality, start from a high level, view issues from a historical perspective, reach a consensus, continuously improve work efficiency, and maintain confidence. In line with the requirements of automation, informatization, and intelligence, we must go all out to accelerate the progress of these projects. Second, it is necessary to establish systems, emphasize internal control, follow procedures, and improve efficiency. In accordance with the requirements of the Notice, establish various working systems for the project team, set plans, measures, and tasks to ensure that all work is completed on time, with high quality and in full compliance with specifications. Third, it is necessary to emphasize unity and cooperation, tolerance and mutual trust, as well as integrity and self-discipline. Project team members should possess a sense of teamwork, work together in harmony, engage in constructive discussions to explore issues, express their opinions freely, and at the same time carry out all the preliminary tasks related to the project in accordance with **laws and regulations as well as the company’s various rules and policies. Wang Jiang, Minister of the Electric Power and Chemical Industry Department, pointed out that while focusing on project development, Liuhua Company should also pay attention to the operational performance of its existing facilities, as well as ensuring proper safety, environmental protection, and production management, in order to create a favorable business environment for project construction and strategic transformation. Liu Feng, Secretary of the Party Committee and Chairman of Liuhua Company, said that in accordance with the requirements set out in the \"Notice on Establishing a Project Team for the Clean and Efficient Coal-to-Gas Comprehensive Utilization Project of Jingmei Group,\" the company will clarify its responsibilities and requirements, refine its tasks, and make every effort to advance all the preliminary work related to this project. With the proper leadership and strong support of Jingmei Group, all employees of Liuhua Company will go all out to ensure proper safety and environmental protection measures, as well as efficient production and operation, so as to achieve all the annual targets and create a favorable business environment for the project’s development.
