Li Baoyun, director of the bureau, Huang Kun, head of the Anhui (Huainan) Coal Chemical Industry Park Management Committee, Zhang Wei, deputy general manager of Zhong’an United Coal Chemical, Yang Xiezong, safety director, along with technical personnel from the project’s construction unit, design firm, construction companies, and supervision agencies, attended the expert review meeting. The expert group listened to a presentation on the progress of the construction of the 1.7 million tons per year methanol and converted olefins plant by Zhongan United Coal Chemical Co., Ltd., as well as a report on the trial production plan for the project. They inspected on-site the 1.7 million tons per year coal-to-methanol plant, the methanol-to-olefins plant, the 350,000 tons per year linear low-density polyethylene plant, and the 350,000 tons per year polypropylene plant. They carefully reviewed the trial production plan, examined relevant documents, and provided suggestions for addressing the safety hazards present at the site as well as the issues identified in the trial production plan. The expert group believes that Zhong’an United should determine the trial production date only after the safety hazards and existing problems have been rectified and verified. On the afternoon of May 17, 2019, **, the member of the Municipal Party Committee, and Yang Dongpo, the executive vice mayor, presided over a coordination meeting to advance the full-scale trial operation of the Zhong’an Coal Chemical Integration Project. The attendees listened to a report on the project’s progress in the meeting room of Zhongan United Coal Chemical Co., Ltd., discussed in detail the issues arising from the project’s full-scale trial operation, and formulated solutions for them. Cheng Xiaoping, Deputy Secretary-General of the city, along with responsible officials from the Coal Chemical Industry Park Management Committee, the City’s Industrial Development Group, Panji District, and various relevant departments, attended the meeting. Since May, as the commissioning of the Zhongan United coal chemical plant entered a critical phase, good news has kept coming in from the site of the commissioning work. On May 9, the extrusion granulation unit of the polypropylene plant in the Zhongan project, constructed by the Fifth Construction Company of Sinopec Refining & Chemical Engineering Group, completed its first trial run successfully, producing qualified products. On May 10, more good news came from the polyethylene plant’s commissioning site: the domestic large-scale equipment, a polyethylene extrusion granulation unit with an annual production capacity of 350,000 tons, passed its commissioning tests successfully once again. The Zhong’an United polyethylene plant utilizes domestic technology for extrusion granulation; its equipment represents China’s first set of polyethylene extrusion granulation units with an annual production capacity of 350,000 tons. It is also the largest such unit produced in China to date, and truly qualifies as a vital asset for the country. Whether the unit’s trial operation is successful or not serves not only as a test of the technical skills of Zhong’an United’s team, but also as a test of the first application of domestically produced 350,000-ton extrusion granulation units in large-scale polyethylene plants. To this end, Zhongan United attaches great importance to it, organizing technical staff to carefully prepare a commissioning plan. Experts from Sinopec’s systems with similar facilities were invited to provide on-site guidance, and employees who won gold and silver awards in Sinopec’s polyethylene plant skills competition last year were selected to lead the on-site operation team, ensuring the successful commissioning of the plant. On April 25, Unit 1 of the air separation plant at Zhong’an United Gasification produced qualified oxygen and nitrogen, successfully achieving the interim goals for the commissioning of this air separation unit; this represents a milestone in the commissioning process of this coal chemical project. The S-MTO unit of Zhongan United’s 1.7 million tons per year methanol and converted olefins project achieved high-standard handover on January 23, 2019.
