In accordance with the requirements of the on-site environmental impact assessment process, staff from the company’s preliminary work office and the 1.2 million tons/year coal pyrolysis project team provided the experts with an overview of the basic details of the pyrolysis project, and answered the questions raised by the experts ; At the project site, staff from the company’s engineering management department accompanied experts to inspect the site, showing them the exact locations of the project’s plant area and associated facilities. The experts examined each of these areas one by one, taking photographs and samples ; Finally, the experts carefully examined the roads, villages, and buildings in the area surrounding the project site, stating that the location of the project met the environmental protection requirements, and thus concluded this inspection successfully. It is reported that the on-site inspection for environmental impact assessment is a preliminary step in the review of the environmental impact assessment report. The Provincial Environmental Investigation and Assessment Center will hold a meeting to review the environmental impact assessment report for the pyrolysis project in Xi’an on June 12. Project background: Shaanxi Coal Industry Group Chemical Co., Ltd. (Shanmei Yuhua) was established in December 2017 and is a wholly-owned subsidiary of Shaanxi Coal and Chemical Industry Group Co., Ltd. (Shanmei Group). ”The “Demonstration Project for the Utilization of Coal at Different Quality Levels to Produce New Chemical Materials” relies on the systematic integration of various advanced processing techniques such as coal pyrolysis and gasification to produce a range of products including polyolefins, polyesters, polycarbonates, polystyrene, and acrylates. The project is planned to be constructed in two phases: the first phase consists of two sub-stages, with the first sub-stage involving a production capacity of 1.8 million tons per year of ethylene glycol ; The second phase is a 2 million tons per year ethylene project, which includes coal-to-methanol production, methanol-to-olefins conversion, as well as downstream processing facilities for polyethylene, polypropylene, butadiene, acrylic acid, and their esters. The second phase of the project involves coal pyrolysis and the deep processing of coal tar. This includes 15 million tons per year of medium- and low-temperature pyrolysis, 2.4 million tons per year of coal tar hydrogenation, 1.16 million tons per year from reforming/aromatics combined units, 1.8 million tons per year of PTA, 300,000 tons per year of styrene, 180,000 tons per year of bisphenol A, as well as downstream processing facilities for polystyrene, polycarbonates, polyesters, etc. The first phase of this project, which involves an ethylene glycol production capacity of 1.8 million tons per year, has already received approval for its environmental impact assessment; the project is located within the land reserved for the second phase of Shaanxi Coal Group’s operations. This project builds on the technical achievements of existing industrial testing facilities; through the construction and operation of a million-ton-scale industrial plant, it will fulfill the task of carrying out industrial demonstrations for the pyrolysis of low-grade coal on a million-ton scale as outlined in the 13th Five-Year Plan for the deep processing of coal. It will provide technical support for the demonstration projects of Shaanxi Coal Group. As the core starting point of the industrial chain for these demonstration projects, the tar produced will serve as raw material for subsequent reforming processes, while the powdered coke will be used as high-quality raw material and fuel for gasification units, thereby enabling internal utilization across the entire industrial chain.
