**Reply of the National Development and Reform Commission on the Approval of the Shenmu–Anping Coal Bed Methane Pipeline Project (Shanxi–Hebei Section), Document No. Fa Gai Neng Yuan [2019] 995: Zhonglian Coal Bed Methane Co., Ltd.: We have received your request titled “Request for Approval of the Application Report for the Shenmu–Anping Coal Bed Methane Pipeline Project (Shanxi–Hebei Section)” (Document No. Zhonglian [2019] 17) along with the relevant materials. After examination, the approval regarding the project is as follows. 1. To promote the development and utilization of coalbed methane resources, increase the supply of clean energy, improve safety conditions in coal mines, reduce greenhouse gas emissions, and balance the supply and demand of natural gas in the areas along the route, approval is given for the construction of the Shenmu–Anping Coalbed Methane Pipeline Project (Shanxi–Hebei section) (Project Code: 2017-000052-57-02-001700). The project owner is China United Coalbed Methane Co., Ltd. II. The project sites are located in Lüliang City, Xinzhou City, Taiyuan City, and Yangquan City in Shanxi Province, as well as in Shijiazhuang City, Baoding City, and Hengshui City in Hebei Province. III. The gas delivery capacity of the project is 5 billion cubic meters per year. The project’s pipeline length is 543.87 kilometers, with a diameter of 813 millimeters and a design pressure of 8 megapascals ； There are 2 compression stations, 1 distribution station, and 25 line isolation valve rooms along the entire line. IV. The total investment in the project is 4.142 billion yuan. Of this amount, 1.25 billion yuan constitutes the capital investment, accounting for 30.2% of the total investment, and is provided by the project owner using its own corporate funds ； The 2.892 billion yuan beyond the capital amount will be financed through bank loans. V. Project entities must strictly control the scale of land used for construction, ensure efficient and rational use of land, and shall not use land beyond the prescribed standards ； Energy-saving measures must be taken, energy-efficient equipment selected, engineering designs optimized, and energy management strengthened; all energy consumption indicators must meet the specified standards. VI. Environmental protection measures must be thoroughly implemented in project construction. The \"three simultaneities\" principle, which requires that environmental protection facilities be designed, constructed, and put into use simultaneously with the main project, must be strictly followed. Construction shall not commence until the project’s environmental impact assessment documents have been reviewed and approved. VII. Project entities must strictly abide by relevant laws, regulations, and standards regarding work safety, assume primary responsibility for work safety, establish and improve management systems, strengthen safety management, and prevent all types of work safety accidents. 8. The survey, design, construction, supervision of projects, as well as the procurement of important equipment and materials related to project construction, must all be subject to bidding in strict accordance with **relevant regulations. IX. The project owner shall carry out tasks such as land acquisition, relocation, and ecological protection during the project construction and operation phase, properly manage the relationship between project development and the surrounding environment, and effectively prevent and address any potential social risks. X. The relevant supporting documents for the approval of this project include the Reply from the Ministry of Natural Resources regarding the pre-review opinions on the land use for the construction of the Shenmu–Anping coalbed methane pipeline project (Document No. Ziran Ziyu Yu Shen [2018] 65), the Reply from the Hebei Provincial Development and Reform Commission in support of the construction of the Hebei section of the Shenmu–Anping coalbed methane pipeline project, and the Reply from the Shanxi Provincial Development and Reform Commission in support of the construction of the Shanxi section of the same pipeline project. 11. If significant adjustments need to be made to the contents specified in the project approval documents, please submit a written application for changes to our commission in a timely manner and follow the relevant regulations. 12. The project entity shall go through other relevant procedures in accordance with the law before commencement of work. Please proceed with the next steps based on this.
