Construction of Shaanxi Jingyi Chemical Project Enters the Final Phase Author/Source: Sinochem News Network Date: April 14, 2020 Clicks: 10 Since resuming full operations in late March, Shaanxi Jingyi Chemical Co., Ltd. has continued to strengthen epidemic prevention and control while making every effort to complete the final stages of the 500,000 tons per year coal tar deep processing and multi-product integrated utilization project. It has accelerated the testing of the production facilities, thus speeding up the project’s progress and entering its final phase – laying a solid foundation for full-scale trial production by the end of June. At present, the company has over 3,000 workers on the project sites. By optimizing the management approach in line with the construction plan, strengthening incentive measures, and continuously investing in equipment and tools, they work overtime to carry out their tasks. 96% of the work has been completed: the civil works are essentially finished, and the equipment installation is nearly complete. The hydrogen production heat recovery unit, the hydrogen production PSA unit, the oil pretreatment unit, and the oil PSA unit are ready for commissioning. All compressors, except those in the refrigeration station, are ready for individual testing. In terms of equipment commissioning, the company’s production system exerts additional pressure by carrying out daily checks based on the \"three inspections and four determinations\" framework, and holding meetings with the construction team every night to ensure that construction efforts are coordinated effectively and progress smoothly. At present, pipeline purging, pressure testing, flushing, inspection of equipment internals, and unit commissioning are all progressing in an orderly manner as planned, with significant progress having been made in the commissioning of large-scale units and pipeline purging. Of the 56 public external pipeline networks, 49 have been purged and flushed and are ready for operation ; All pipes within the plant area that meet the purging conditions have been purged. Regarding individual unit testing, 12 out of the 28 reciprocating compressors have already been tested, with the remaining 16 scheduled to be tested by April 20. To ensure the smooth and orderly progress of all tasks, the company holds regular meetings of the commissioning command team, project engineering meetings, production scheduling meetings, and unit commissioning coordination meetings. It stays focused on the set objectives, adopts a problem-oriented approach, uses commissioning to facilitate completion of projects, and utilizes testing to advance the commissioning process. The company further refines the plans for project completion and unit commissioning, as well as the catalyst loading schedule, and arranges for the arrival of the startup team and expert group at the site, thereby making every effort to drive forward the construction of the project and the commissioning of the units. At present, the project construction and equipment commissioning at this company are progressing in a promising manner, characterized by intense efforts, rapid progress, and a drive to surpass others. By the end of April, all civil engineering work is expected to be completed, and utility systems such as the fire protection water system, finished product storage areas, and external utility pipelines will all be put into operation. Various units including air separation, purification, methanol synthesis, methanol distillation, oil pretreatment, and PSA will also complete their construction phases. By then, individual unit tests will gradually give way to system-level integrated tests.
