A meeting was held to review the drawings related to the thermal power plant area for Shaanxi Weihe Binzhou Chemical Co., Ltd.’s 300,000 tons per year coal-based ethylene glycol production project under the WeiHua Group. On August 8, such a meeting was held to review the drawings related to the thermal power plant area for this project. All technical personnel from the power project team, professional technicians from Northwest Electric Power Construction, and the project leaders from Hualu Institute attended the meeting. The thermal power plant area mainly consists of three boilers as well as a startup boiler; it is also the most important component of the entire plant. The proper operation of this area is an essential part of the plant’s commissioning process, and the installation requirements are extremely strict. During the meeting, the person in charge of thermal engineering at Hualu Institute gave a detailed explanation on the on-site pipeline installation, the environmental conditions required for such installation, and the precautions that need to be taken. Technical staff from the power unit as well as those from Northwest Electric Power Construction also discussed with the designers the issues that arose during the installation within the thermal power plant area. After the meeting, the designers visited the site and provided answers to each of the problems that arose during installation, ultimately reaching a consensus. The holding of the review meetings and briefing sessions for the thermal power plant drawings has led to a new wave of activity in the installation work within the boiler area, and it also lays the foundation for the successful ignition of the boilers once construction begins. The construction site for the 300,000 tons per year coal-based ethylene glycol production project of Shaanxi Weihe Binzhou Chemical Co., Ltd., which belongs to Shaanxi Coal Chemical Weihe Group, is located within the Xinminyuan Modern Coal Chemical Industrial Park in Bin County, covering an area of 600,000 square meters. In April 2016, Shaanxi Weihe Binzhou Chemical Co., Ltd. signed a CTEG technology licensing agreement and an engineering design contract for a 300,000 tons per year coal-based ethylene glycol project with Gaoxuehua and Donghua Engineering. The original owner of the project was Shaanxi Binchang Mining Group Co., Ltd. On November 19, 2014, the 300,000-ton coal-to-ethylene glycol project of Chongchang Mining Group was officially transferred to Shaanxi Weihe Coal Chemical Group Co., Ltd. The project construction includes the main facilities such as gasification units, purification units, and ethylene glycol synthesis units, as well as auxiliary facilities for water supply and drainage, desalination stations, power supply, heating, and fire protection. It also encompasses storage and transportation systems, as well as environmental protection measures such as waste gas treatment, wastewater treatment, and solid waste disposal. Upon completion, the project will have an annual production capacity of 300,000 tons of ethylene glycol; the by-products will include 17,576 tons of crude DMc per year, 5,336 tons of DMo reconstituted components per year, 5,920 tons of fusel oil per year, 13,440 tons of light fractions per year, 6,048 tons of heavy fractions of ethylene glycol per year, and 4,321.6 tons of sulfur per year. The total investment for the project is 5.495 billion yuan, of which 444 million yuan is allocated to environmental protection measures.
