Upon learning that Shaanxi Coal and Chemical Group Yulin Chemical Yugao Chemical Co., Ltd., which jointly finances the project with Nippon Kaikaku Kogyo Co., Ltd. to undertake the construction and operation of the equipment for oxalate production and the hydrogenation of oxalates into ethylene glycol in a facility with an annual capacity of 1.8 million tons, is the largest Sino-Japanese joint venture established in Shaanxi since 2005, and that the project under construction is the largest coal chemical project in the world, He Zhong and his entourage highly praised the company’s project, expressing their hope that it would carry out proper planning and construction so as to start operations as soon as possible, thereby contributing more to the development of Yulin and Shaanxi as a whole through the efforts of Shaanxi Coal and Chemical Group. Subsequently, the relevant company officials attended a symposium on the development of the coal chemical industry, which was held with the participation of Shenmu City**, the Yushen Industrial Zone Management Committee, the Jinjie Industrial Zone Management Committee, and key coal chemical enterprises. They presented information on the background, plans, and progress of the company’s demonstration project aimed at utilizing coal in various ways to produce new chemical materials, and identified matters that required coordination and resolution by the relevant departments. The Demonstration Project on the Utilization of Coal at Different Grades to Produce New Chemical Materials by Shaanxi Coal Group Yulin Chemical Co., Ltd. is currently the largest coal chemical project under construction in the world, and it is located in the Qingshui Industrial Park in Yulin City. The total area of the project is approximately 13 square kilometers, with a planned total investment of around 102.2 billion yuan. It is capable of processing 20.14 million tons of raw coal per year. The project includes 27 process units along with the associated utility systems; these mainly involve the medium- and low-temperature pyrolysis of 15 million tons of coal, the production of 5.6 million tons of methanol, 1.8 million tons of ethylene glycol, 2 million tons of MTO, as well as downstream products derived from these materials. In the **13th Five-Year Plan for Energy Development** released in December 2016, this project was listed as a key construction project for the deep processing of coal ； In the \"13th Five-Year Plan for Demonstration Projects in the Advanced Coal Processing Industry\" released in February 2017, this project was once again listed as a new demonstration project for the differentiated utilization of low-grade coal. Phase 1 of the project involves an ethylene glycol production facility with an annual capacity of 1.8 million tons; it covers an area of approximately 4.4 million square meters. The estimated investment for this project is 26.5 billion yuan, and completion and commissioning are scheduled by the end of June 2021.
