The handover ceremony for the main construction phase of the Liaoning Datang International Fuxin coal-to-natural gas project was held on the morning of September 26th in the gasification area of the construction site, marking the approach of this project to the stage of trial operation with feedstock introduction. It also marks the emergence of another large-scale, modern coal chemical enterprise set to begin operations within the Sino-Singapore Energy Chemicals Company’s portfolio. Wang Heming emphasized that the completion of the construction phase marks the transition of the project from the construction stage to the production and testing phase. However, it is important to be aware that there is still a great deal of work to be done, and many challenges remain to be overcome. He put forward two requirements for the next stage of work: first, to continue to accelerate the completion of the project; Fuxin Company should strengthen organization and coordinate efforts, focusing on advancing the work related to sewage treatment, organic sulfur removal, and the external gas transmission pipelines. Responsibilities should be assigned to specific individuals, and while ensuring safety and quality, the project tasks and goals must be fulfilled on time. Secondly, efforts should be intensified to prepare for production testing: the purging of the steam system must be completed by the end of September, after which the air purging and airtightness testing phases will begin. The individual testing of large compression units must be carried out promptly. The company needs to make thorough plans and arrangements to lay a solid foundation for subsequent combined operation testing. During the ceremony, after the eight construction units involved in the gasification, synthesis, and utility project teams submitted their applications in turn, the supervision unit and the owner’s project team carried out evaluations of the project and provided their assessments. The Liaoning Provincial Chemical Industry Quality Supervision Station conducted a quality assessment of the entire project in accordance with relevant laws and regulations. Finally, the project contractor, the supervision unit, the design unit, and the construction unit signed the project handover certificate one after another. The coal used for project planning comes from the lignite produced by Datang Xilinhot Dongshengli No. 2 Coal Mine. The coal is processed using the pressurized gasification technology; through units such as low-temperature methanol washing, sulfur recovery, and methanation, high-quality natural gas is produced, while by-products such as tar, mixed benzene, crude phenol, sulfur, ammonium sulfate, and liquid ammonia are also generated simultaneously. The project also includes the construction of a natural gas pipeline with a total length of 344 kilometers. Once in operation, it will supply gas to Shenyang via the Fuxin–Shenyang main pipeline, and branch lines will be established based on this main pipeline to supply gas to cities in central Liaoning such as Tieling, Fushun, and Benxi. The Liaoning Datang International Fuxin Coal-to-Natural Gas Project was officially approved by the **National Development and Reform Commission on March 5, 2010. It is China’s third coal-to-natural gas project to receive approval from this commission; it is the first project in Fuxin’s coal chemical industry base. Additionally, it represents the largest single-investment project in Liaoning Province in recent years, and it serves as a landmark project for Fuxin as a pilot city for economic transformation in resource-depleted areas. The project covers an area of 354.35 hectares, with a construction scale of 4 billion cubic meters per year of coal-to-natural gas production (12 million cubic meters per day). It will be developed in three phases on a rolling basis, each phase having a production capacity of 1.3 billion cubic meters per year. A series of construction projects officially commenced in July 2011. After an initial phase of construction and delays, the project resumed on a full scale on April 12, 2018, entering a period of rapid development. Datang Fuxin aims to ensure that the first-phase project is completed to high standards, undergoes testing of high quality, and begin gas production by the end of 2019.
