On October 18, a media delegation organized by the Public Relations Department of Shaanxi Coal Group visited Yulin Chemical to investigate and report on the “Demonstration Project for the Production of New Chemical Materials through the Controlled Utilization of Coal” carried out by this company. According to the introduction, the \"Demonstration Project on the Use of Coal at Different Quality Levels to Produce New Chemical Materials\" will be constructed in two phases. Phase 1 involves a project to produce 1.8 million tons per year of ethylene glycol, with a total investment of 21.9 billion yuan; completion and commissioning of this phase are scheduled by the end of June 2021. “The “Demonstration Project for the Utilization of Coal at Different Quality Levels to Produce New Chemical Materials” is a large-scale comprehensive coal utilization project planned and developed by Shaanxi Coal Group, taking advantage of the coal resources in Yulin. It relies on a coal utilization technology system with independent intellectual property rights, and draws on international best practices in the management of chemical industrial parks. By leveraging the resource advantages of northern Shaanxi, the traditional industrial strengths of Shaanxi, and its geographical location, this project can, through appropriate industrial organization structures, bring together leading enterprises in three key sectors – automotive materials, building decoration materials, and textile materials – to create a complete industrial chain and thereby establish a global competitive advantage. As the world’s largest coal chemical project under construction at present, the \"Demonstration Project for the Production of New Chemical Materials through the Differential Utilization of Coal\" is located in the Qingshui Industrial Park of Yushen Industrial Zone in Yulin City. It covers an area of approximately 13 square kilometers, with an estimated total investment of 115 billion yuan; it is capable of processing over 20 million tons of coal per year. The project produces 5.9 million tons per year of various products, including polyolefins, polyesters, and polycarbonates, through the systematic integration of a range of advanced processing technologies such as coal pyrolysis and gasification. In December 2016, the **National Development and Reform Commission and the Energy Administration issued the 13th Five-Year Plan for Energy Development**, designating this project as a key initiative for the deep processing of coal. It is also considered a key project under Shaanxi Province’s 13th Five-Year Plan as well as a key project for Shaanxi Coal Group’s 13th Five-Year Plan. It is understood that the \"Demonstration Project on the Use of Coal in Different Ways to Produce New Chemical Materials\" will be implemented in two phases and four stages. The project currently under construction is the pyrolysis phase of the project aimed at producing 1.8 million tons per year of ethylene glycol from coal, as well as a demonstration project for the clean and efficient conversion of coal in different ways, with a capacity of 15 million tons per year. According to Wang Huimin, Deputy Secretary of the Party Committee and General Manager of Yulin Chemical Company, the 1.8 million tons per year ethylene glycol production project has a total investment of 26.5 billion yuan, with the goal of producing qualified products by June 2021. Phase 2 is led by pyrolysis and is carried out in two stages. In the second phase, the scale of pyrolysis will be increased to 15 million tons, and the coal tar industry chain will be expanded. The total investment is approximately 30.3 billion yuan; the project is scheduled to be ready for operation by the end of 2020, with full commissioning expected by the end of 2025.
