In recent days, Shaanxi Yanchang Zhongmei Yulin Energy Chemicals Co., Ltd., facing a severe pandemic prevention and control situation, has given priority to the production of materials intended for medical and health purposes. On February 4, the company began producing HD5502S, a specialized material used for manufacturing disinfectants, personal care products, and containers such as medicine bottles, from high-density polyethylene. This is another significant step taken by Yulin Energy Chemical Company, following its production of specialized non-woven materials for masks and protective clothing; it aims to support downstream enterprises in manufacturing medical and health products, thereby contributing fully to the effort to combat the epidemic. Du Hao, a technician at the high-density polyethylene production facility of Yulin Energy Chemical, explained that in order to ensure a steady supply, the technical management team made careful arrangements, and all key staff worked overtime; as a result, the switch to production was successfully completed on the evening of February 4th, with all product parameters meeting the standards for top-quality products. As of the time of writing, this facility is capable of producing over 800 tons per day of high-quality specialized materials. It is reported that the HD5502S product manufactured by Yulin Petrochemical is a polyethylene material specifically designed for hollow containers. Once it hits the market, downstream companies can use it to produce various medical and healthcare containers that are in high demand at present. At present, Yueneng Chemical Company is, while earnestly carrying out epidemic prevention and control measures, actively overcoming the difficulties encountered at various stages. It gives priority to scheduling, producing, and transporting materials intended for medical and health use, ensuring the production and supply of raw materials and thus contributing to the victory in the fight against the epidemic, while fully fulfilling the responsibilities and obligations of a state-owned enterprise. To combat the pandemic and ensure production, Shaanxi Yanchang China Coal Yulin Energy Chemical Co., Ltd. actively implemented measures to address pandemic prevention and control, while paying close attention to production management and safety oversight. In January, the company produced 114,700 tons of polyolefins, achieving 105.2% of its monthly production target. The specialty material S2040H features a high melt index, good mechanical strength, and a narrow molecular weight distribution; it offers stable performance and is one of the raw materials used in the manufacture of masks and protective clothing. The polypropylene Line 2 facility of Yulin Petrochemical Company is one of the main plants in China for producing high-melt-index resin fibers, and it boasts extensive experience in manufacturing such products. To ensure supply, the company established an emergency management team for production support, responsible for coordinating production process analysis, product warehousing, and emergency response in production. Technical personnel in charge of the production facilities work in two shifts to maintain stable operation of the facilities, while key staff on the production front line work overtime to ensure high-volume, stable operation of the equipment. To ensure that epidemic prevention and control efforts do not interfere with production and operations, the top party and administrative leaders of Yueneng Chemical Company went to the central control room and the production sites to assess the situation regarding epidemic prevention, control, and production activities. They held a special meeting to address the tasks related to preventing and controlling pneumonia caused by the novel coronavirus, focusing on improving the management of mobile workers, enhancing coordination in production, facilitating the return of employees to work, starting up project construction, and ensuring an adequate supply of materials. They strictly followed the instructions issued at all levels as well as by the group company regarding epidemic prevention and control, strengthened control measures, and ensured that these efforts were effective. At the same time, to ensure the safe and stable operation of the production facilities, Yueneng Chemical’s production system stocks up on raw materials, auxiliary materials, and various chemical reagents one month in advance. It also arranges staff leave in a strategic manner to guarantee an adequate presence of frontline workers and management personnel during the holiday period. During holidays, company leaders, middle managers from various departments, and technical staff from the centers form a multi-level duty leadership system to ensure 24/7 supervision. During the pandemic prevention and control period, Yueneng Chemical adopted a series of measures to ensure the safety and health of its employees and to guarantee the efficient and stable operation of its various facilities. To address the issues of limited availability of raw materials, auxiliary agents, and products for production, Yueneng Chemical Company actively coordinated with local authorities to establish dedicated supply routes and assign dedicated personnel for transportation, thereby ensuring the supply of materials needed for production operations. Shaanxi Yanchang China Coal Yulin Energy Chemical Co., Ltd. is a large-scale chemical enterprise that utilizes coal, gas, and oil in integrated ways, established through a joint investment by Shaanxi Yanchang Petroleum Group and China Coal Energy. It was founded on May 24, 2010, with a registered capital of 10 billion yuan. In accordance with the requirements of the **Petrochemical Industry Adjustment and Revitalization Plan** and the **Overall Plan for Energy Development and Utilization in the Ordos Basin**, the project was launched to build 8 main production units, including ones capable of producing 1.8 million tons per year of methanol, 1.5 million tons per year of residue catalytic thermal cracking (DCC), 600,000 tons per year of DMTO, 2 x 300,000 tons per year of polyethylene (PE), 2 x 300,000 tons per year of polypropylene (PP), and 90,000 tons per year of MTBE, along with the supporting utility systems. The estimated investment for the facilities is 27 billion yuan, with 14 patented technologies from home and abroad being utilized. In November 2009, the project was designated as a \"Clean Coal Technology Demonstration and Promotion Project\" by relevant organizations such as the National Development and Reform Commission and the United Nations. The project is a key initiative of the Northern Shaanxi Energy and Chemical Industry Base, and it represents the first demonstration project for the comprehensive conversion of coal, gas, and oil by Yanchang Petroleum, enabling multiple co-productions across different stages of the production process. The first phase of the project was completed and put into operation in July 2014, and transitioned from the construction phase to the production and operation phase in August 2015. The completion and improvement project for the first phase of Shaanxi Yanchang China Coal Yulin Energy Chemical Co., Ltd. (Yanchang Jingbian Phase II project) involves an investment of 14.413 billion yuan. Using coal and natural gas as raw materials, this project aims to build an integrated facility capable of producing 1.8 million tons per year of methanol, 600,000 tons per year of methanol-to-olefins products, 400,000 tons per year of polypropylene, and 300,000 tons per year of low-density polyethylene/ethylene-vinyl acetate copolymer (LDPE/EVA). The project is scheduled to be put into operation in the second half of 2020. Once operational, Yueneng Chemical’s polyolefin production capacity will reach 1.9 million tons per year, making it the largest polyolefin production project in Shaanxi Province at present.
