At this meeting, great satisfaction was expressed regarding the performance of the Donghua Technology team working on the ethylene glycol unit of the Guangxi Huayi industrial gas island project in 2019, and recognition was given to the preparations made by this team for the installation of the methanol washing tower after the festival. On the afternoon of February 25, Chen Wu, Deputy Secretary of the Party Committee of the Guangxi Zhuang Autonomous Region and head of the autonomous region, along with other key regional leaders, went to the Hua Yi project in person, accompanied by Xu Yongqiao, Secretary of the Party Committee of Qinzhou City, Tan Pichuang, Mayor of Qinzhou City, and Li Congjia, Vice Mayor of Qinzhou City, to inspect the measures taken for epidemic prevention and control as well as the progress of resuming work at the site. Chen Wu observed the entire process of lifting the methanol scrubber and asked in detail about the overall construction of the ethylene glycol plant. At 3:30 p.m., at the sound of a long whistle from the crane operator, the methanol scrubber was slowly lifted. Two cranes worked together to lift the equipment to its designated position, and the construction workers quickly and precisely aligned the components and tightened the nuts. As the construction tasks were carried out in an orderly manner following a well-organized sequence, the 280-ton crane was successfully detached from the equipment. Among the 9 EPC general contractors, Guangxi Huayi’s owner entrusted Donghua Technology with the important task of kicking off the resumption of work on the industrial gas island project in 2020. Living Up to the trust placed in it by the client, Donghua Technology successfully kicked off the resumption of operations at the Huayi New Materials Integrated Base in 2020. The methanol washing tower weighs 72.7 tons, has a diameter of 5.09 meters and a height of 29.2 meters. It requires a 280-ton crawler crane for primary lifting and a 220-ton truck crane for secondary lifting; successful completion of its installation depends on the close cooperation and seamless coordination of numerous teams. Amid the pandemic, there were only 4 days from when the task was assigned to the actual installation of the equipment. With such a tight timeline and many parties involved, communication and coordination proved more difficult than usual. To ensure a safe and smooth resumption of work while keeping the pandemic under control, the project team had to exert more effort and intelligence than normal. Completing the lifting of the methanol scrubber tower is even more difficult. Project manager Ma Hengping, together with control manager Tao Ren and construction manager Cai Zhaoxu, organized several special video conferences to issue unified instructions to various partner companies such as Excellence Transportation Company, Sinopec Shipping Company, and Sinochem Second Construction Company. Wen Yajun, the on-site supervisor at Sinochem Second Construction, organized personnel overnight to overcome various difficulties and ensure that resources such as workers, machinery, and materials were in place on time. It is reported that as early as early February, the project team maintained continuous communication with the owner and the relevant departments in Qinzhou to handle various procedures for resuming work, submit the materials required for restarting the project, and finally obtained the necessary permits. Early on February 14th, the first group of 6 workers from the project team who returned to Qinzhou to resume work followed the designated route; after a 12-hour journey, they finally arrived at the dormitories in Qinzhou Port at 8 p.m., where they were placed under 14 days of quarantine as required by Qinzhou Port. Under Ma Hengping’s overall planning and coordination, preventive measures such as masks, infrared thermometers, medical alcohol, 84 disinfectant, goggles, and disposable gloves were all in place by the time the first group of workers returned to the site, ensuring that everything was ready for the resumption of work on the project. The Huayi Qinzhou Chemical New Materials Integrated Base is located in the Qinzhou Petrochemical Industrial Park and covers an area of approximately 8,000 mu. It will be developed in three phases. The first phase involves the industrial gas island project, with a total investment of 14.3 billion yuan; this project falls under the coal chemical industry chain. Construction began in November 2017, and it aims to produce industrial gases such as hydrogen, syngas, and nitrogen for use by enterprises within the park, as well as chemical products like methanol, ethylene glycol, and acetic acid. Completion and operation of this phase are expected by 2020. The second-phase light hydrocarbon comprehensive utilization project has a total investment of around 20.8 billion yuan. With ethane cracking and propane dehydrogenation as its core processes, the project will produce products such as polyethylene, ethylene glycol, ethylene-vinyl acetate copolymer (EVA), acrylates, polyether polyols, caustic soda, and polyvinyl chloride. Construction is expected to begin in 2019. The main plant area of the project is located in plots 25 and 26 in the Qinzhou Petrochemical Industry Park, to the south of it. The third-phase methanol-to-olefins and downstream processing project has a total investment of around 18.3 billion yuan; it will produce products such as polypropylene, polycarbonate, polymethyl methacrylate, caustic soda, and polyvinyl chloride, with construction expected to begin in 2025.
