The Ministry of Ecology and Environment has issued 10 technical specifications for the application and issuance of pollution discharge permits, covering areas such as coal processing and the production of syngas and liquid fuels. In total, there are ten such technical specifications. The functions for applying for and issuing pollution discharge permits for ten industries will be officially launched in the near future; at that time, enterprises in these industries will be able to submit applications for such permits on the National Pollution Discharge Permit Management Information Platform. The coal processing—syngas and liquid fuel production industry holds great significance for China’s energy strategy. The scope of application of the emission permit technical specifications includes not only those emission sources using atmospheric-pressure gasification processes, but also those in modern coal chemical industries that employ pressurized gasification processes. Based on the pollution characteristics of the coal chemical industry, it focuses on key control areas such as abnormal operating conditions like periodic start-up and shutdown of gasifiers, uncontrolled emissions of waste gases, and wastewater in evaporation ponds. It specifies allowable emission concentration limits, methods for calculating actual emissions, criteria for compliance assessment, as well as environmental management requirements such as self-monitoring, maintenance of environmental management records, and submission of reports related to the implementation of emission permits. It also details the requirements for reporting the disposal methods of wastewater, as well as the operational management requirements for preventing pollution from wastewater, waste gases, and industrial solid wastes. After its implementation, it will play a significant role in improving the level of pollution control in the coal chemical industry and facilitating the issuance of industry pollution discharge permits.
