On October 10, Shaanxi Jingyi Chemical Industry Co., Ltd. held a ceremony to celebrate the full completion and operation of the project in the Shenmu High-Tech Industrial Development Zone (Jinjie Industrial Zone). The ceremony served to review the outstanding achievements and highlights related to the construction of this facility for the deep processing and integrated utilization of 500,000 tons per year of coal tar, as well as the successful commissioning of the plant. It was also an opportunity to honor those who made contributions, strengthen cooperation, and further advance the company’s “three-step+” development strategy. Chang Yi, Party Secretary and Chairman of Shaanxi Jingyi Chemical Co., Ltd., said that this project takes advantage of the abundant resources in the Yulin region, such as coal, coal tar, and coal-derived naphtha, to actively explore new ways for the clean and differentiated utilization of coal. Through the application of innovative technologies, it aims to create a model for such clean and differentiated use of coal. Ji Shiping, director of the Yulin State-owned Assets Supervision and Administration Commission, said that the project for the deep processing and multi-product integrated utilization of coal tar through lean chemical methods has opened a new era in the hydrogenation-based comprehensive utilization of medium- and low-temperature coal tar in China. The completion and operation of this project is a significant milestone in the development of Yulin’s high-end energy and chemical industry base; it provides practical experience and valuable insights for the reform of state-owned enterprises in Yulin under a mixed-ownership model, thereby injecting new momentum into the economic transformation, upgrading, and high-quality development of Yulin. Duan Zhibo, Deputy Secretary of the Party Committee and General Manager of Yulin Energy Group, said in his speech that this project is a practical effort to implement Yulin’s \"12363\" development strategy for high-end energy chemicals, and to promote the advancement, refinement, and clustering of the coal chemical industry. It is hoped that Lean Chemical Company will strive for excellence and keep improving, ensuring the long-term, stable, safe, and efficient operation of its projects, thereby promoting the continuous innovative development of the enterprise. It is understood that Shaanxi Jingyi Chemical Co., Ltd. was established in August 2016. In August 2018, Shaanxi Yulin Energy Group Co., Ltd. (the controlling party), Shaanxi Hengyuan Investment Group Co., Ltd., and Shenmu Financial Holding Group Co., Ltd. joined forces to carry out a restructuring. The 500,000 tons/year deep processing of coal tar for multiple product production, along with the comprehensive utilization project involving 2×40.5 megawatt electric arc furnaces for ferrosilicon, is located in the Shenmu High-Tech Zone (Jinjie Industrial Area), with a total investment of 5.36 billion yuan. This project integrates and deeply combines electricity, metallurgy, coal chemical engineering, and petrochemical engineering. It includes facilities for the pyrolysis of 1.2 million tons per year of new-type raw coal, fluidized-bed hydrocracking of coal tar at a capacity of 500,000 tons per year, fixed-bed hydrocracking of coal tar at 450,000 tons per year, continuous reforming of naphtha at 400,000 tons per year, and an aromatic extraction unit with a capacity of 170,000 tons per year. The core processing techniques utilize medium- and low-temperature coal tar as raw material; taking advantage of the high aromatic potential of coal-based oils, this system produces 18 different chemical products such as mixed aromatics, oils, and stabilized light hydrocarbons. There is a high degree of integration between various processes in this system, forming a circular industrial chain. Moreover, these production units can operate in combination or independently, allowing for the production of either oils or fragrances as appropriate, which helps to avoid market risks and maximize the overall marginal efficiency of the facilities. Previously, the fluidized bed + fixed bed combination technology was mainly used in the petrochemical industry; its industrial application in the field of medium- and low-temperature coal tar is the first of its kind in the world. The construction of this project adopted a management model of IPMT+EPC+supervision. Through the relentless efforts of the team members over more than two years, day and night, the facilities were gradually built and brought into operation. On June 28, 2020, the hydrogen production facility began operating and producing qualified products; by the end of September, the entire production process was operational, marking the complete completion and commissioning of the project. This achieved the goals of cost efficiency, short development time, high quality, stable testing, and rapid deployment. Upon completion and operation, it will generate an annual output value of around 4.9 billion yuan, yield profits and taxes of 700 million yuan, and provide employment for over 1,200 people.
