HAZOP Review Meeting for Yulin Chemical’s Ethylene Glycol Plant Held – Author/Source: Coal Chemical Industry 114; Date: 2019-07-02; Views: 9. From June 17 to 28, the HAZOP (Hazard and Operability Analysis) review meeting for Yulin Chemical Company’s 1.8 million tons per year ethylene glycol production facility was successfully held at Donghua Engineering Technology Co., Ltd. Relevant leaders and technical personnel from Shaanxi Coal Group Yulin Chemical Co., Ltd., Donghua Engineering Technology Co., Ltd., and Kako Chemical Technology Co., Ltd. attended the meeting. To ensure the reliability and accuracy of the HAZOP review for the ethylene glycol plant, the three parties jointly established a HAZOP review team composed of professional engineers from areas such as production management, process engineering, safety, equipment, electrical systems, and instrumentation, along with the HAZOP lead*. At the meeting, the HAZOP review team carried out system and node segmentation of the ethylene glycol plant based on the PFDs, P&ID drawings, and related technical documents of the ethylene glycol process package. Deviations and trigger words were defined, and by utilizing the Shaanxi Coal Group Yulin Chemical Safety Risk Matrix, the team analyzed the causes of parameter deviations within each node, the possible consequences, as well as the likelihood, severity, and risk level of such risks. Using LOPA analysis and verification, and based on the existing safety measures in the design as well as the recommended protective measures, the likelihood, severity, and risk level of the mitigated risk are assessed again. The HAZOP review team also conducted a SIL (Safety Instrumented Function) level assessment for the ethylene glycol plant. The HAZOP review team followed the established HAZOP review process to analyze and assess whether the current safety measures meet the requirements regarding the maximum acceptable level of risk as defined in the company’s safety risk matrix; finally, it provided recommendations for improvement based on the actual production operations. The successful holding of this HAZOP review meeting for the ethylene glycol plant enables effective improvements and enhancements to the plant design. It plays an important role in identifying potential hazards associated with the plant, and serves as essential background information and a basis for safety management after the plant goes into operation. It lays a solid foundation for the safe and stable operation of the 1.8 million tons per year ethylene glycol production facility once it is in operation.
