(1) Project name (scale): Civil construction work for the relocation, upgrading, and technical renovation project of Jiangsu Jinmei Hengsheng Chemical Co., Ltd., which involves an annual production capacity of 400,000 tons of ammonia and 600,000 tons of urea – along with its supporting air separation project. (A single steam turbine drives a single air separation unit, producing 69,375 Nm³/h of oxygen and 124,100 Nm³/h of nitrogen, etc.) (2) Construction location: Northeast side of the intersection of Development Avenue and Tibet Road, Xinyi City, Xuzhou City, Jiangsu Province. (3) Project cost: Approximately 55 million yuan ； (4) Quality requirements: Qualified ； (5) Planned duration: 270 calendar days ； Planned start date: May 28, 2022. Planned completion date: February 23, 2023. Timeline requirements for key project milestones: Refrigerator foundation: to be completed within 40 calendar days after receipt of the design drawings, so that installation can proceed ； Foundations for air compressors, boosters, and turbines: to be completed within 50 calendar days after receipt of the design drawings, with conditions ready for installation ； Storage tank foundation: Ready for installation 30 days after receipt of the design drawings ； The circulating water pool and the circulating water pump room shall be completed within 60 calendar days after receiving the design drawings, so as to meet the installation requirements ； The main plant shall have its core structure completed within 120 calendar days after the completion of the foundation construction for the air compressors, boosters, and turbines ； The main corridor shall be completed within 30 calendar days upon receipt of the drawings. Foundations for molecular sieves, air-cooled towers, and water-cooled towers: Ready for installation 40 days after receipt of the design drawings ； The power distribution building and the control building will be ready for installation 120 days after receiving the design drawings. (6) Scope of bidding: The scope of bidding for this project includes all civil engineering works and associated installation tasks within the project boundary. These include, but are not limited to, the foundation construction for equipment such as distillation towers, storage tanks, air compressors, boosters, steam turbines, air-cooled towers, water-cooled towers, molecular sieve adsorbers, expanders, and crude krypton processing units. It also covers facilities such as gatehouses, the main air separation plant building, power distribution rooms, crude krypton filling rooms, explosion-proof control rooms, circulating water stations, factory roads, fences, pipe galleries, cable trenches, water supply and drainage systems, as well as lighting and fire protection systems for the factory area and buildings. Including: the contents of the bill of quantities, the contents of the construction drawings, design and on-site change orders, as well as the contents specified in the technical standards and requirements in the attachments, etc. 3. Qualification Requirements 3.1 Qualification requirements for bidders (1) Bidders must possess a qualification certificate for general contracting of construction projects at level 2 or above, issued by the competent construction administration authority (and such certificate must be valid) ； A valid safety production license, a valid business license, and the necessary construction capabilities in terms of personnel, equipment, funds, etc. (2) The bidder must have completed at least one civil engineering project for an air separation unit with a capacity of 50,000 Nm3/h or higher since May 1, 2017 (as determined by the date of completion acceptance report). (Requirements for performance proof: Copies of the following documents, stamped with the official seal of the organization, must be provided simultaneously: a) Award notice or direct contracting registration form) ； b、Contract Agreement ； c. Completion acceptance report ； The submitted completion acceptance report must bear the seals of the project owner, the construction contractor (the bidder in this case), the supervision unit, and the design unit; otherwise, such experience will not be recognized. ) 3.2 Requirements for the project manager: (1) The project manager proposed by the bidder must hold a first-class registered constructor qualification in the field of construction engineering (proof of such qualification is provided in accordance with Document No. 40 issued by the relevant authorities); he/she must also possess a valid certificate indicating compliance with safety production standards. Furthermore, he/she must not be serving as a project manager for any other ongoing construction projects, and must be an employee of the bidder (the employer listed on the constructor’s registration certificate must be the bidder itself). (2) The project manager to be assigned by the bidder must have completed at least one civil engineering project for an air separation unit with a capacity of 50,000 Nm3/h or higher since May 1, 2017 (as determined by the completion acceptance report). The name of the project manager to be assigned must be indicated in the award notice, the direct contracting registration form, or the contract; otherwise, such experience will not be recognized. 3.3 The bidder, its legal representative, and the project manager to be assigned shall have no record of bribery-related crimes in the past three years (36 months prior to the date of bid opening for this project) (the bidder shall provide its own commitment or screenshots of searches on the China Judgments Online website at http://wenshu.court.gov.cn/). 3.4 In accordance with the provisions of the \"Notice on Implementing Joint Punishments against Entities that Fail to Comply with Their Obligations in Bidding Processes\" (Law [2016] No. 285), it is necessary to conduct credit checks on bidding enterprises through the \"Credit China\" website (website address: www.creditchina.gov.cn). If a bidding enterprise is listed as an entity that fails to comply with its obligations, its bid will be invalid. The results of the credit check shall be based on those displayed on the \"Credit China\" website on the day of the bid opening. 3.5 Since the past year up to the deadline for bidding on this project, the bidder has not been included on the “blacklist” of construction industry entities nor on the “blacklist” of those in arrears with migrant workers’ wages (the bidder makes this commitment on its own). 3.6 Joint bids are not accepted for this tender. 4. Acquisition of Tender Documents 4.1 Acquisition Period: From May 5, 2022, to May 13, 2022 (excluding statutory holidays and public holidays), from 8:30 a.m. to 12:00 p.m. and from 2:00 p.m. to 5:30 p.m. daily. 4.2* The price for each set of tender documents is 300 yuan, and no refund will be provided after purchase. * 5.
