At 8 p.m. on November 10, Wang Yuecheng, the deputy manager of the Energy Development Company, presided over this meeting, during which the factors affecting the coal slurry rate were analyzed and studied, and measures were formulated for implementation. Yang Linshan and Song Shenglong, the company’s deputy managers, Yang Shengcang, the manager’s assistant, as well as the responsible officials from Junhe Labor Services and the Production Scheduling Command Center attended the meeting. The analysis conducted during the meeting indicated that recently all coal mining faces have entered areas affected by fires resulting from mine subsidence. Large amounts of water were used to extinguish these fires, and the water accumulated in layers 10 and 11 was not drained in a timely manner. As a result, the moisture content of the raw coal being mined was high, which severely affected the stability of the slurry consistency. The silo level, screen cleaning, and coal quality are also major factors affecting the stability of the foam ratio. Deputy Manager Wang Cheng, taking into account the issues raised by the supervisors in charge and various departments as well as the corresponding control measures, made arrangements for specific tasks: First, the Production Scheduling and Command Center should actively communicate and coordinate with the coal mining teams, assign dedicated personnel to address the problem of excessive moisture content in coals No. 10 and No. 11, and deal with any accumulated water before proceeding with mining and loading operations ; Secondly, when extinguishing fires in the goaf areas, a large amount of water as well as the burning coal must be used; the coal that has been affected by weathering due to the safety barriers should be piled up for separate handling, and must not be fed into the coal processing stations ; Third, conduct a thorough cleanup of coal gangue before mining and loading; mining and loading must not proceed until the cleanup is complete ; Fourthly, it is necessary to take into account the actual quality of the raw coal in each coal seam, and the production scheduling and control center should allocate the mining and loading sites appropriately to ensure proper quality proportions ; Fifth, strictly maintain the silo inventory level at a constant level, to prevent excessive inventory from affecting the ratio of foamed coal ; Sixth, the Geological Survey Department should increase the frequency of measuring the coal slurry ratio in silos, in order to keep track of this ratio in real time ; Seventh, if it is still not possible to reduce the coal slurry ratio, the screens in the coal discharge system should be adjusted and replaced in a timely manner, so as to continuously explore ways to stabilize this ratio and ensure a steady supply of high-quality coal for coal-to-gas production.
